I’m not sure I agree with your answer regarding setting cover saves. Shouldn’t *all* the bonuses and penalties be resolved before the save is set to 2+?

It depends on if you think the bonuses and penalties should be calculated into one final master modifier before application, or if each bonus or penalty is applied individually (and then individually disregarded if the save would improve beyond 2+). Technically, the save is never _set_ to 2+; it just can’t improve beyond it.

It’s a fair question, though, and it’s an area where the rules aren’t clear on the timing of bonuses and penalties at the same time. That’s why we fell back to the player timing rules, as it’s the only thing that comes close to addressing it. It’s definitely something that’s open to debate until such time as GW addresses it.

Another great podcast as always. I’m also saying that cover save bonus/penalties are all applied and then the 2+ limitation is applied. There’s nothing to say they happen in order, so the sensible solution is that they happen at the same time, like attacks at the same initiative step.
